Job SummaryUnder general supervision of the Environmental Programs Supervisor, conducts a variety of research, analysis, and evaluation tasks associated with water quality and quantity, development, and regulations. Job SummaryUnder general supervision from the Environmental Programs Supervisor, researches, analyzes and evaluates Community water resource quality and develops strategies, plans and goals associated with the Safe Drinking Water Act (SDWA), National Pollution Discharge Elimination System (NPDES) requirements, the Clean Water Act (CWA) and Non-Point Source (NPS). Develops and implements a Water Pollution Management Program and coordinates environmental related special projects for the Division. This job class is treated as FLSA Exempt.

1. Water Quality Management: Performs research, analysis and evaluation to enhance the quality of the Community’s water resources with respect to risk reduction from water use, reuse, disposal and treatment. This is accomplished by the development of long-term water pollution prevention measures and practices. Develops an implementation strategy to achieve water quality related goals for the Community with timeliness and cost effectiveness. Develops water quality monitoring plans to assess implementation strategies and adjusts policies and budgets accordingly. Manages assigned special projects to complete the work plan and associated deliverables with efficient fiscal and administrative oversight. Writes grants, prepares budgets, completes fiscal reports and project tracking.

2. Storm Water Program: May develop a comprehensive storm water compliance program for the Phase II Storm Water Requirements. Creates and inventory and classification system for monitoring and compliance issues. Develops Best Management Practices (BMP) for regulated facilities. Provides extensive public outreach regarding the CWA and storm water issues to lease holders, the Tribal Council, Community members, the Tribal Government and students.

3. Compliance and Enforcement Program: Assists with the development of an overall comprehensive Community water quality compliance program. Provides extensive Community outreach on CWA, potential or known pollution and special projects and issues to Community members, Tribal Council, Tribal government and CDD staff.

4. Water Quality Policies: Develops policies, practices and procedures for future water quality program management. Develops and recommends a SRPMIC Water ordinance to meet all federal, state, local and Community requirements.

5. Administration: Develops an inventory and classification system for water quality monitoring and compliance. Engages in extensive research, analysis and evaluation tasks necessary to develop forms, manuals, methodologies, reports and a database to support implemented compliance and enforcement measures.

6. Field Work: Collects, analyzes, monitors and documents water quality data from identified environmental water pollution sources. Conducts environmental field reviews, writes reports and submits recommendations regarding environmental documents submitted by various agencies for review.

7. Miscellaneous: Performs other job related duties as assigned by the Environmental Programs Supervisor, the Environmental and Natural Resources Manager or the Community Development Director.
Required QualificationsA Bachelor’s degree from an accredited college or university in Environmental Engineering, Environmental Science, Environmental Planning, Physical Science, Civil Engineering, Water Resources, Water Planning, Chemistry or a closely related field and 5 years work experience in a water quality environmental program, OR:
