- Does current water policy reflect physical limits? Where are the tight spots in the supply system with respect to groundwater basins, surface water supplies, snowpack reservoirs, and water transportation networks?
- Are we running out of water? Do physical limits exist? If so, where, what kind, and how are they identified? Are they quantifiable? Adaptable?
- What is the effect of growth on power demand and thus the water needed to produce power? Conversely, how does the availability and cost of power affect water supply options and thus ability to grow?
- Can technical advances significantly affect our overall water supply?
- How significant is the contribution of these "new" sources to the overall supply?
- Do cities encourage use of rainwater, gray water? Why/why not?
